Run chutney using tools/test-network.sh instead of ./chutney start networks/basic-025 #100

@teor2345 suggested it's easier to run chutney that way.
We need to check how then the configuration file (to use networks/bwscanner) is chosen and whether we the same results.
Documentation and scripts might need to be updated
