Почему параметр browser.privatebrowsing.autostart не изменён (по умолчанию false)?

Т.е. работа в Режиме приватного просмотра противоречит требованиями безопасности и анонимности?

Не противоречит. Но (а) слишком неудобно для большего части юзкейсов (а для оставшихся лучше наверно сразу взять TBB), (б) у Firefox есть разные странные баги в этом режиме - например, куки не видны через девтулзы.
