Need to setup security rules and data rules in the Firebase console.

@ranegray i'll put these on the dev backlog for now. We'll get to the firebase security rules once we have the application ready and we can add firebase auth too 👍 What do you think?

@ranegray we may be migrating to use AWS instead of Firebase. Awaiting @MacAndersonUche for confirmation since he wanted to take the lead on this.
