Similar to how it functions in an older version of Ender IO, Powered Spawners would have a toggleable function between its normal spawning function, or instead of spawning a mob, it will take a "empty soul vial" and fill it with whatever mob its configured for, all with exactly matching NBT and other additional data so it can be stacked or used in precise autocrafting (I.E. AE2 autocrafting).
Why do you thing this feature belongs in Ender IO.
currently, as far as i know, there is no decent way, using only Ender IO to automate the creation of soul vials, especially not ones with matching data, and given the heavy theme of industrial and automation, I feel it fits well in the modpack has it had in the past.
Are there any alternatives?
Alternatively, you could make a separate machine that covers a similar if not same-sized area as the powered spawner that will simply look for a mob in its work area and "right-click it" with a soul vial to fill it, and maybe have some way of ensuring the item data matches if possible.

hasn't been Implemented Yet, we will add it eventually, or we may add new machine for capture Souls instead of the powered spawner, not sure what devs plan is tho
