[FEATURE] tman api update

[plutoless]

Description

for 0.5.0, we will only load extensions/addons which exist in manifest.json
this will lead to issues for apps which are using tman api to fetch addon list. so tman list needs to update the api behavior.

• we have a new request to get default-properties of all installed extensions

• tman api should respect manifest for returned installed addons
• tman need a new api to return default properties of all installed addons
