What?

Provide TACC-Docs style via a theme other MkDocs instances can install.

Why?

  1. To fix Testing without Docker uses Different Theme DesignSafe-CI/DS-User-Guide#42.
  2. To offer TACC MkDocs theme as we offer TACC Django CMS.
