Describe the bug
Firefox will not count any plugins, but count all builtins as enabled when the page is loading and has focus.

To Reproduce
Steps to reproduce the behavior:

  1. Go to the options page
  2. Click on the page (the logo is fine)
  3. Refresh the page by using the keys (Ctrl + R or F5)
  4. See error

Expected behavior
Count the enabled sites correctly.
