The agent should periodically check the resource for changes and sync those changes to the Google Sheet, the same way it did during the cold start.

This should be implemented in such a way that it would run parallel to the periodical check for changes on the Google Sheet, that is already implemented, as they could otherwise start interfering with each other and keep detecting each others synchronization efforts as user made changes.
