Investigate why autogpt_libs logs don't show up

For some reason none of the logs from autogpt_libs seem to show up.

Adding:
logging.getLogger('autogpt_libs').setLevel(logging.DEBUG) in the main app (e.g rest_api)

i.e. specifically enabling autogpt_libs enables the logs.

However according to this thread https://discord.com/channels/1126875755960336515/1308518540659134504 the logging package should configure the root logger, so all the logs in theory should be showing up.
