Tagging Convention

In order to prevent pushing up to existing tags and breaking existing functionality, a tagging convention has been created for the Docker repositories. The formula is as such:
<Major>.<Minor>.<Patch>-<Chemical Element in Alphabetical order>
Notes:
- The
<Major>.<Minor>.<Patch>bit matches the Selenium versions that will be downloaded. - I pull the chemical elements from https://sciencenotes.org/list-of-chemical-elements-in-alphabetical-order/. NOT necessarily the version of our docker changes
- The Releases Page should contain the change logs between versions
