substituteColumnValues should be able to accept a Synapse ID of a file view or table

If I want to update/replace/substitute an annotation value(s) without having to fetch the table as a DataFrame, modify the values, then push it back up, I should be able to do so.

Instead of taking just a list as its first argument, this function should be able to accept a Synapse ID as well.
