Wrong "Updated at" time for repositories

Description

On the "repositories" page we can see the "Updated at" time. But that time never changes on any repository update. I pushed a new tag, nothing changed. I deleted a tag, nothing change.
It looks like, this is not the update time, I think it is the creation time.

Steps to reproduce

1. Open the Repositories page
2. Look to the "Updated at" time
3. Change something on the repository
4. Check the "Updated at" time again, it will not be changed.

• Expected behavior: "Updated at" time will change with updates.
• Actual behavior: The "Updated at" time never changes.
