Release notes have no useful content

Hi, the release notes for this project only include a list of links to closed PRs.

This is pretty useless for the following reasons:

• It is not clear whether those PRs were actually merged and are part of the release.
• Almost all PRs have no descriptions, the titles only slightly hint at their contents.

Could you improve this?
