Do not interpret sequences of "scroll down" actions in browser sessions as "repeated actions" that might indicate being stuck in a loop

There is a configurable limit for the number of actions that can be repeated before concluding that the task is stuck in a loop, but the limited viewport of the browser tool very frequently requires multiple "scroll down" actions to be taken, resulting in false positives. Treat these actions differently.
