run Rocket.Chat on windows

i followed the instructions for developers:

cd Rocket.Chat
meteor

but when i run the app (the meteor command) i get the following error:
i try with windows 10 and 7;

1. open dir "Rocket.Chat "
2. open dir ".meteor"
3. open file "packages"
4. find "rocketchat:livechat"
5. "rocketchat:livechat" -> "#rocketchat:livechat"
6. save
7. run chat
