Conflicting information, README states it is open-source and then that it is not

The README states that all code is released under the Apache license and then says:

For the project as a whole, it is not free. You are FORBIDDEN to distribute the apk compiled by you (including modified, e.g., rename app name "Shizuku" to something else) to any store (IBNLT Google Play Store, F-Droid, Amazon Appstore etc.).

How can the "project as a whole" be proprietary but also be Apache-licensed?? At first I thought this was about the trademark but it clearly states that it is not
