New Validator: BitMask

Hi! It would be nice to have a validator for bit masks.

For example, we have a sign up request that looks like:

  "password": "secret",
  "consent": 1
}

Where consent is an integer that acts as a bit mask and can be tested as follows (pseudocode):

const CONSENT_TERMS = 1;
const CONSENT_NEWSLETTER = 2;
const CONSENT_ADULT = 4;

$consent = 5;

var_dump(consent & CONSENT_TERMS); // 1 (true)
var_dump(consent & CONSENT_NEWSLETTER); // 0 (false)
var_dump(consent & CONSENT_ADULT); // 4 (true)
