Currently we're compiling the following x64 builds:

Windows msvc (publishing)
Linux clang (publishing)
Linux gcc
macOS xcode (publishing)
FreeBSD clang

The request is divided into:

Add a Windows Clang build
Enable LTO on the Clang build
Switch artifact publishing from Windows msvc to Windows clang

AniLeo added OS: Windows Build and CI labels
