this add tuning for new sizes related to resnet and inception.
In general we see significant improvement across a majority of the sizes involved. gains of (10% - 100% or more )
The larger sizes had 85% - 90% efficiency.
In this round of tuning some cases showed a performance drop. Those were excluded.
