[hipblaslt] supported all api_method for swizzle Resolve SWDEV-547742 Supported api_method mix/cpp for --swizzleA - [x] Single ./hipblaslt-bench can run - [x] Passed gtest - extapi - (On) with ext_setproblem - (On/Off) No test cases for grouped_gemm since we don't have the STA + GG logic yamls now. Will be a TODO if requested. This PR contains cherry-pick from #979 For reviewers, the commit is the real change excluding PR#979: ROCm/rocm-libraries@6f239b6
