Harvester: `recorded_utc_offset` is not populated during harvesting #57

It seems the recorded_utc_offset column in baw-server is not populated for any of our audio recordings.

Investigate:

the original intent for this field
and why our harvester does not populate the field
and if appropriate:
- implement this field
- add unit tests.
