Project models should emit most_common_timezone field

At the moment there is no timezone information on the project models.

A most_common_timezone field would look at all of the projects and determine what timezone is most prevalent in the project.

By adding the most_common_timezone field, the client can enhance the user experience

E.g. Automatically selecting a timezone when downloading annotations.
