Enable Users to write Custom Filter lists

Currently, if a filter list blocks/allows something that the user wishes for the opposite, there is no way to do so

Describe the solution you'd like
There should be a way for the user to write their own filter list via the UI (but also editable via a file).

This should also lead to the ability to block/unblock a request from the logs page (similarly to how other solutions do it).
