Changes proposed in this Pull Request

  • Refactors the (CCL) opt- now named Technology Capacity Target (TCT) to constraint investment horizon and regionally resolved capacity targets.
  • Refactor RPS to make use of new helper functions
  • renewable_weather_year wildcard now added to enable building many cutout weather years without needing to manually change the weather year. When not building cutouts- set the renewable weather year param to the weather year you want to use in the workflow. It should match the snapshots param! ... we can explore different routes for using this param to allow using multiple renewable weather years for different planning horizons.
  • atlite version bumped to 0.3.0
