Checklist

  • I am using the current master branch
  • I am running on an up-to-date pypsa-usa environment. Update via conda env update -f envs/environment.yaml

The Issue

When applying brownfield capacities in sector coupling studies, there is a check if the capacity is already retired based on the build_year and lifetime. If it is already retired, the capacity is not applied to the network. This logic is not working though! And all capacity (regardless if it should be retired or not) is being applied.
