Allow bulk deletion of list items in deployment parameters

When starting a deployment run, Lists are editable in the UI with options to edit, re-order, or delete items. However, it can be tedious to delete many items from a List at once (see screen recording below). It would be nice to have checkboxes next to each item to allow for bulk actions. It would be even better if a long sequence of items could be selected at once by holding down the shift key!

@jacobwhall we recently moved the delete action out of the menu and made it a button that's always visible. I think that should make deleting many items easier.

Bulk actions for parameter lists aren't something we have planned but happy to keep this issue open to see if other request that.

Hey @pleek91, the new delete buttons make this so much easier! I was just managing a couple of runs that needed updated lists, and the experience was way smoother. Thanks!
