This seems like a good candidate to have just a css rule for in something like paper-styles - I don't think this is complex enough to warrant a separate element.
Just an idea: Is it possible to fake such elements? Having a <paper-divider> which is an unresolved element which happens to be styled using css to look like a divider.

Would be nice to have some sort of divider element to use like described here:
http://www.google.com/design/spec/components/dividers.html#
(and maybe use them for a nicer core-list)
