paper-chip contribution

I saw that paper-chip was a planned element. I've actually implemented one here for 0.5 and am currently working on a 1.0 port. I'm also working on porting my paper-date-picker and paper-time-picker elements to 1.0. I'm happy to provide these for inclusion in PolymerElements.
