Tried to access designer tool page through landing page link - https://www.polymer-project.org/ -but when I was sent to the page - https://www.polymer-project.org/tools/designer/ - the page was blank with no content displayed. Screenshots of steps attached.

There was a brief outage. Should work up now. Let us know if you see otherwise.

Next time just bower install polymer or fit checkout a working version.

looks ok to me :

chrome Version 41.0.2272.63 beta (64-bit)

perhaps another "outage"?

Appears blank (white) in Chromium Version 41.0.2272.76 Ubuntu 14.04 (64-bit).
Clicking on most buttons in Firefox 36.0.1 appears to have no effect. Very odd.

I don't understand...it looks fine to me.

https://www.polymer-project.org/tools/designer/

redirects to :

https://polymer-designer.appspot.com/

and it looks fine.

You mention buttons in FF - does that mean it does render something? At least buttons, right? ie not like the screen snapshot above?

Everything looks OK for me in FF (also 36.0.1), but most things don't seem to work.

I'm also on Ubuntu but 14.10/64 now, fwiw.
