Can't scroll using mouse or keyboard #817

In the tutorial, and in any other polymer app I've tried, I'm not able to scroll using the mouse wheel or the keyboard (eg, using the down arrow).

For example: https://www.polymer-project.org/apps/polymer-tutorial/finished/ The only way to scroll is to manually interact with the scroll bar.

I'm using Chrome 37.0.2062.120 on Linux.
