core-scroll-header-panel won't hide nav bar on Chrome for Android

on Chrome for Android and scroll down.

You will notice that the nav bar won't hide automatically. The scroll bar sits below the header panel and it seems as if it only scrolls within its own confined area instead of the entire page.

It should work fine on Chrome Beta for Android.
