According to the FAQ, there isn't a registry. However, it looks like one called Custom Elements is out in the wild.

I think the line in the FAQ is referring to a full registry of all the Polymer elements, first and third party. @ebidel can probably elaborate.

We don't have a Polymer registry yet. @azakus just added the bower.json files to the element repos.

customelements.io is a nice start, but let's see where it goes. They published it a few weeks ago :)
