Chrome: Faulty responsiveness if window size is instantly changed #1034

Steps for reproduction:
Windows 7
Google Chrome (39.0.2171.95) in a large or maximized window
Goto any page on the tutorial (https://www.polymer-project.org/docs/start/creatingelements.html)
Scroll down until the fixed navbar pops up
Hit Windows Key + Right arrow to fix window to right side of the screen
Title doesn't update location and sits under Dev Preview:

Hit Windows Key + Up arrow to return to full size window
Title is floated out of bounds to the left:
image
Works fine in IE.

Some of the header panel js setups of the responsive features of the scrolling.
This does not get evaluated when you change the browser size and can lead
to weird behavior like this.
