Disabling plugin does not actually disable plugin #161

In our test TC instance, we noted that disabling the plugin via the disabled_plugins.txt as well as the global disable button in the admin screen did not actually disable the slack notifications for projects. We had to go to each configured instance of notifications and disable them there.

Note, this was an environment that we migrated TC into from production for testing. Would that have anything to do with it?
