What is the expected behaviour of the card?

A creature with a characterstic-setting ability like Nighthawk Scavenger should not have that ability removed by being phased out. In my case my Nighthawk Scavenger was a 1/3 instead of a 6/3 when it phased back in (and remained so).

What is the actual behaviour of the card?

The characteristic-setting doesn't happen while phased out and when phased back in it doesn't kick back in.
