Configure Outbox record deduplication in code #248

Currently cleanup of Outbox records is done through App.config settings as described on this documentation page:

https://docs.particular.net/nservicebus/nhibernate/outbox#deduplication-record-lifespan

In addition to this, we need a code-first configuration API for these settings:

configuration.UsePersistence<NHibernatePersistence>().OutboxDeduplication(
    timeToKeepOutboxRecords: TimeSpan.FromDays(30),
    deduplicationFrequency: TimeSpan.FromMinutes(10),
    timeToWaitBeforeTriggeringCriticalError: TimeSpan.FromMinutes(2));
