Persistence issues with data-link

SUMMARY

With the use of radar data receiver. Unloading a vessel once it has been linked to another radar. Going to space center will unlink them next time. Since they do not save. However reading source code (VesselRadarData.cs, ln 282). Persistence code seemed to be implemented however not fully functional.

STEPS TO REPRODUCE

1. Use 2 vessels. 1 with radar and 1 with data-link
2. Fly them both and link them, note that you can link them
3. Unload "Go to space center"
4. Return to your radars. Note they no longer have a data-link.
