MinIO Async Deletion Service - develop-postgres branch

Describe the bug

1. We need a way to delete MinIO objects uploaded in the app.
2. Ask @xoldd for details here and/or in slack
3. This is going to be a challenge. We'll need experienced contributors
4. This is needed for the develop-postgres branch migrations that start later this week

I am trying to setup minio with npm run dev:with-minio but got this error

probably not required right now because i added the deletion operations in #2817, but will be required when large amounts of data is being deleted
