Add:

a page describing our release strategy and what they mean (also noting that we haven't followed this strictly to date, but will from now on).
an item to the PR checklist "Minted a release after merging this MR"

Practice we want to move to:

-All dataset updates increment patch version (X.Y.Z -> X.Y.Z+1)

Major issue found (e.g. DECK dataset issue found that is relevant to simulations underway): increment minor version (X.Y.Z -> X.Y+1.0)
