Goreleaser failes when making PR with documentation tag

Because auto doesn't increment the version on merge for things marked documentation, goreleaser tries to push duplicate files to the pre-existing tag and fails.

Since auto won't make a new release for documentation PRs, goreleaser should skip when the PR was marked as documentation.

For now, I'm merging documentation changes as patch
