[IATI] Unhelpful error message #1373

When uploading a spreadsheet I got this error message, which didn't really help me debug anything.

It turned out the error was a column heading, which looked like this budget//gavi:iso3 instead of budget/0/gavi:iso3

IsabelBirds added the IATI label
