Fiter Tag does not work well if combins two or more tags #748

Describe the bug
When filter tags with both Tasks and Frameworks tags, no models filtered out

Environment
CSGHub Version: v0.7|v0.8|...
OS: Linux | Windows | MacOS..
Hardware: 2c4G | 4c8G |...
Launch: docker compose | helm chart

To Reproduce
Steps to reproduce the behavior:

In main page click 'Models' button
Click image classificaiton tags, 817 Models filtered out, please see snapshot
And then click Framework -> PyTorch tag, no model fitered out. please see snapshot

Expected behavior
At least AIWizards/vit-age-classifier should be fitered out. please see snapshot.
