Related to the changes in https://github.com/Open-Telecoms-Data/open-fibre-data-standard/pull/140/files

When quoting code descriptions in documentation pages, they should be pulled from the codelist CSV files so that we don't need to worry about keeping them in sync.

I've requested a new directive to do this: OpenDataServices/sphinxcontrib-opendataservices#42
