I was running into this issue:

The fix is to update paket.bootstrapper.exe as discussed in this issue. To be more concrete, you should download the latest bootstrapper from here then replace \FBlazorShop\.paket\paket.bootstrapper.exe with it. I'd PR it... but it's a binary :)
