Restore fails with Unable to find package with version >= ..., but lists a valid version among those found #14107

Those warnings seem off.

You mentioned you can't repro it locally, where did you get this build from?

fwiw, it'd be great to provide the error message in the issue as well.

@nkolev92 The error happened in GitHub Actions. I haven't tried again, but the repo is using packages.lock.json and builds with lock turned on in CI, which is a thing I didn't try locally. When I built locally, packages.lock.json made some changes that causes things to fail. Reverting part of the changes fixed it. Still, the error message could be improved.
