VS Version: d17.13-35716.79

NuGet version: 6.13.0.113

Notes:

1. The repro rate is 100%. 

2. It’s not a regression since the ‘README’ tab is a new feature.

3. It also reproes on loc languages: FRA /TRK /PLK /PTB/CSY/CHT/JAP

Repro Steps: 

1. Create a C# Console App (.NET [latest]) project and open the PM UI of the project.

2. Go to the ‘Browse’ tab and click “Newtonsoft.Json” package in the package list.

3. Observe the ‘README’ tab and the ‘Readme’ item of ‘Package Details’ tab in the detail panel of PM UI.

Expected: 

The string “Readme” should be translated consistently.

Actual: 

The string “Readme” is translated inconsistently as below:
