[Localization][CHS] The location of shortcut key for the string “prompt for format selection during the first package install” in the 'General' tab is incorrect

VS Version: d17.13-35716.79

NuGet version: 6.13.0.113

Worked before?

It is not a regression since the ENU string is updated recently.

Impact

It bothers me. A fix would be nice

Notes:  

1. The repro rate is 100%. 

2. It only repro on CHS, doesn’t repro on other languages.

Repro Steps & Context

1. Click "Continue without code" link when launching VS.

2. Click the menu Tools -> NuGet Package Manager -> Package Manager Settings -> General.

3. Observe the "prompt for format selection during the first package install" on right panel.

Expected:

The shortcut key should not be placed in the middle of the string and should be placed at the end.

Actual:

The shortcut key is placed in the middle of the string as below screenshot.
