Investigation needed. May be waiting on provider implementations for .Net Core, or may simply be waiting on implementing & testing existing providers.

Main problem here was lack of an ADO.Net connector. There are now a handful of projects which can do this, such as:
https://github.com/SapientGuardian/mysql-connector-net-netstandard - a fork of the official connector with NetCore support
or
https://github.com/bgrainger/MySqlConnector - a new implementation of a MySql connector
