Similar to how the eval command is parallelized in #65 / PR #418, we could run some of the evaluation in parallel on multiple CPUs also in the optimize command. After merging #418 the building blocks should already be in place, so this should be just a matter of tweaking the implementation of the optimize command in the annif.cli module.
