Is your feature request related to a problem? Please describe.

Currently, CUB tests require cuRand for input data generation. We should allow building without cuRand for systems without CUDA libraries.

Describe the solution you'd like

We need a CMake option that would disable cuRand usage. The default for this option should be based on presence of CTK.
